Across the globe, governments are moving from voluntary guidelines and discussion papers to enforceable laws with real penalties for non-compliance. For businesses building or deploying AI systems, understanding this new landscape is no longer optional – it is a core operational requirement.
The EU AI Act Reaches Full Force
The European Union’s AI Act, the world’s first comprehensive legal framework for artificial intelligence, entered into force in August 2024 with a phased implementation timeline. By August 2026, nearly all remaining provisions become enforceable, including rules governing high-risk AI systems used in areas such as hiring, lending, healthcare, and law enforcement.
Organizations found violating the Act face fines of up to 35 million euros or 7% of global annual turnover, whichever is higher. The European Commission has also proposed a Digital Omnibus package to simplify implementation and provide clearer guidance, but the core requirements around transparency, risk assessment, and human oversight remain firmly in place.
The EU AI Act does not just affect European companies. Any organization that offers AI products or services within the EU must comply, making it effectively a global standard for companies operating across borders.
The United States: A Patchwork of State Laws
While the US still lacks comprehensive federal AI legislation, individual states have been active. In 2024 alone, US states passed 82 AI-related bills. Several major laws take effect in 2026.
Colorado’s AI Act, the first comprehensive state-level AI law in the US, requires developers and deployers of high-risk AI systems to exercise reasonable care to prevent algorithmic discrimination. Implementation was delayed to June 2026 to allow for industry preparation.

The Council of Europe’s Framework Convention on AI, signed by the United States, UK, EU, and several other nations, represents an attempt at international coordination, though its future under shifting political priorities remains uncertain.
Despite this progress, significant gaps persist. There is no unified global standard for AI regulation. Requirements vary widely between jurisdictions, creating compliance challenges for companies operating internationally. The regulatory treatment of autonomous AI agents – systems that can act independently – remains largely unaddressed in current legislation.
What Businesses Should Do Now
Experts recommend that organizations treat AI compliance as part of system design rather than a downstream legal exercise. This means mapping where AI influences high-stakes decisions, testing for bias and disparate impact, documenting results, and maintaining human oversight mechanisms.
Companies should also assume they remain responsible for the AI tools they deploy, even when those tools are built by third-party vendors. Contract negotiations should include audit rights, data access provisions, and clear allocation of liability.
The message from 2026’s regulatory landscape is clear: the era of unregulated AI deployment is ending. Organizations that build compliance into their AI development processes from the start will be far better positioned than those scrambling to adapt after enforcement actions begin.
